The Energy Savings Assistance (ESA) Whole Home program is offered by Southern California Edison and Southern California Gas Company to help eligible homeowners and renters make energy-saving upgrades to their homes. The best part is there is no cost to you as a participating customer for any of the upgrades made through the program.

How the Program Works

There are four stages to participating in the ESA Whole Home program. MAROMA Energy Services and our network of authorized contractors will manage your approved home upgrades.

Step 2.   Qualification and Home Assessment

To be eligible, the household must meet income and eligibility guidelines. After qualification, a MAROMA Energy Services team member will conduct an energy assessment of your home to find if it wastes energy and, if it qualifies, identify solutions to make your home more energy efficient.

Step 3.   Delivery

The MAROMA Energy Services team will help you schedule work to be done on your home. Installation services will be completed by licensed authorized contractors.

Step 4.   Inspection

The program will perform a project inspection to ensure you are satisfied and to ensure that installed equipment and services are functioning properly.

How to Qualify

To be eligible for the ESA Whole Home program, you must meet these qualifications:

  • Be an active residential customer with individually metered accounts for both SCE and SoCalGas in Los Angeles, Riverside, or San Bernardino County.
  • Be a homeowner or renter living in a mobile or single-family home.
  • Meet income eligibility guidelines.
  • Your home must meet service-specific eligibility criteria for each service you receive.

Household of 3, income limit $62,150. Household of 4, income limit $75,000. Household of 5, income limit $87,850. Household of 6, income limit $100,700. Household of 7 individuals, income limit $113,550. Household of 8, income limit $126,400. Household of 9, income limit $139,250. Household of 10, income limit $152,100. Each additional person after a household of 10 adds $12,850 per person to the income eligibility upper limit amount. Effective 6/1/2023 to 5/31/2024.

FAQs

1.       Do I have to pay anything to participate in this program?

No. Participation in the ESA Whole Home program is FREE to both renters and homeowners.

2.       Can I participate in this program if I rent my home?

Yes. The ESA Whole Home program is available to both homeowners and renters. If you rent, we will need to obtain the property owner’s approval before any work can begin.

Property owners will be asked to fill out  an authorization form. If you would like, and you can provide the property owner’s contact information, a MAROMA representative can reach out to them to request their permission on your behalf.

3.       What type of proof is required to verify home ownership?

Proof of property ownership is required, and can include, but is not limited to: 

  • Current loan or mortgage documents
  • Property tax records or bills
  • Homeowner property and/or fire insurance
  • Mortgage payment invoices or book
  • Current Mobile Home Registration from Department of Housing and Community Development 
  • Data Quick or similar title search service papers
4.      What type of proof is needed to verify household income?

Proof of income eligibility is required and can be provided in several ways.

  1. Documentation of household income. This should include documentation of all sources of income. Documentation can include, but is not limited to, federal tax forms, banks statements, check stubs, and/or deposit notices.
  2. Documentation that you or someone in your home participates in at least one of these eligible public assistance programs.
  • Bureau of Indian Affairs General Assistance
  • CalFresh/SNAP (Food Stamps)
  • CalWorks (TANF)/Tribal TANF
  • Head Start Income Eligible (Tribal Only)
  • LIHEAP
  • Medi-Cal/Medicaid
  • Medi-Cal for Families (Healthy Families A&B)
  • Supplemental Security Income (SSI)
  • W.I.C.
5.       Can all customers participate in the ESA Whole Home program?

No. Customers must qualify to participate in the ESA Whole Home program. The program is currently offered to income-eligible customers in Los Angeles, Riverside and San Bernardino counties living in single-family and mobile homes. Customers must have active residential accounts with both SCE and SoCalGas.

6.       What if I don’t qualify for the ESA Whole Home program?

If you do not meet the requirements to participate in the ESA Whole Home program, you may still be able to take advantage of other programs and incentives.

7.       Does an appliance I receive through the ESA Whole Home program come with a warranty?

Yes. We offer a one-year warranty on parts and labor. Refer to the documents provided after the installation of the appliance(s). They will contain the phone number to call regarding any warranty issues. 

8.       What is MAROMA Energy Services’ role with the ESA Whole Home Program?

MAROMA Energy Services, Inc is the prime contractor responsible for administering the ESA Whole Home Program on behalf of SCE and SoCalGas. We work with customers to verify program eligibility, determine what upgrades homes qualify for, schedule program contractors to do the work, and ensure that all program steps are followed and standards met.

9.       How can I verify if the field employee is approved by SCE and SoCalGas?

Services under the ESA Whole Home Program are delivered by MAROMA Energy Services in partnership with a network of authorized contractors. MAROMA Energy Services staff and service providers that we work with must present a valid badge provided by SCE and SoCalGas containing the following information:

  • Picture and name of the employee
  • Name of the service provider
  • Badge number
  • Toll-free numbers for SCE and SoCalGas
  • Mailing address so that the badge may be returned to SCE if it is lost or damaged
10.       Who are the authorized local ESA Whole Home contractors?

MAROMA Energy Services is the prime contractor responsible for administering the ESA Whole Home Program. Our network of contractors authorized to perform ESA Whole Home Program services to eligible households includes​:

11.       Can I get money back if I do the work myself?

No. Work must be done by the program approved contractors who are trained to work for the ESA Whole Home program.

12.       Where does the funding for this program come from?

The ESA Whole Home program is funded by California utility rate payers through what is called the Public Purpose Program Charge. All utility rate-payers pay into this fund that allows the utilities to offer various programs to income qualified households at no cost. 

13.       If I receive services through the program, will it affect my property taxes?

Property taxes are not affected. The services are provided at no cost, and you are not taxed for the services you receive. The property will continue to be assessed for taxes as in prior years. 

14.       Will there be a lien on my house?

15.       Who owns items installed in rental properties?

In renter occupied dwellings, items owned by the property owner that were replaced/upgraded by the program remain the property of the owner and must not be removed from the property.

The Energy Savings Assistance Whole Home Program is funded by California utility ratepayers under the auspices of the California Public Utilities Commission (CPUC) and is implemented by MAROMA Energy Services through a contract with Southern California Edison (SCE) on behalf of both SCE and Southern California Gas Company (SoCalGas). Personal information will be collected and used for the ESA Whole Home Program. This Program may be modified or terminated without prior notice and Program funds are provided to eligible customers on a first-come, first-served basis until Program funds are no longer available.
